政府綠色債券計劃. 行政長官在 2017 年施政報告公佈，為彰顯政府對可持續發展的支持、應對氣候變化的決心，以及推動綠色金融在香港的發展，政府將帶頭發行綠色債券。 其後，財政司司長在 2018-19 年度財政預算公佈推出政府綠色債券計劃。 2018年11月15日，立法會根據《 借款條例 》（《香港法例》第61章）第3條通過決議案（即第61F章），授權政府根據政府綠色債券計劃借入任何時候最高未償還本金總額不超過1,000億港元或等值款項 ^ 。 財政司司長隨後於2021-22年度財政預算公佈計劃將政府綠色債券計劃的借款上限提升一倍至2,000 億港元， 讓政府有更大的空間嘗試擴大綠色債券的幣種、項目的種類、發行的渠道， 進一步豐富香港綠色和可持續金融的生態。
