《 啟德發展計劃 》（英語： Kai Tak Development ， 縮寫 ： KTD ，前身為 東南九龍發展規劃 ）是 香港 的 都市更新 及 發展 計劃 ，總規劃面積達328 公頃 ，涉及 九龍 前 啟德機場 ，及毗連的 土瓜灣 、 馬頭圍 、 九龍城 、 新蒲崗 、 黃大仙 、 九龍灣 和 觀塘 一帶邊區，糅合 社區 、 房屋 、 商業 、 旅遊 及 基礎建設 用途。 預計 啟德 的居住人口為86,500人，興建3萬個住宅單位（包括13,368個 公共屋邨 單位）、酒店房間6.4萬個， 零售 及 辦公室 的總樓面面積逾1,440萬 平方呎 ，休憩用地逾110公頃。

The site of Hong Kong's former civilian airport at Kai Tak was originally planned for an estate project but was terminated due to economic difficulties. The Hong Kong Government bought the Kai Tak site in 1927 and started building an aerodrome.
The Kai Tak Development (Chinese: 啟德發展計劃), abbreviated as "KTD" and formerly called South East Kowloon Development (東南九龍發展計劃), refers to the redevelopment of the former Kai Tak Airport site in Kai Tak, Kowloon, Hong Kong.
The History. The aviation began on this unique piece of land with a flying school and a British military flying unit. In 1928, a concrete slipway was built for seaplanes using Kowloon Bay. In 1930, the first aerodrome superintendent was appointed with the aviation activities at Kai Tak coming under the administration of the Harbour Department.
