Air China online check in never worked for me in the past few years, I doubt it will be fixed by 3/18. In short, they don't do online check in, which is really not relevant anyway. If you have luggage and if it is int'l, you have to check in in person anyway, so what's online ...
Interesting! I arrived at MEX on Feb 17 and stood in the longest line I've ever seen at immigration, no electronic machines, and still with the old paper forms. No button or person at all at customs, though. I don't know which terminal is was, but it was an American.
