The enhancements include increasing the charging level per plastic shopping bag from the current level of at least 50 cents to at least $1, removing the present exemption for plastic shopping bags carrying frozen or chilled foodstuff items; and tightening the scope of exemption.

2021年9月29日 · Under the current 50-cent levy per plastic bag, nearly half (48.6%) of the respondents would still accept plastic bags. If the levy were to increase to $1 per bag, only about a quarter (24.8%) of the respondents would take plastic bags.
2021年9月29日 · Posted on 29 September 2021. 根據環保署資料顯示，自2015年全面實施膠袋收費計劃以來，膠袋棄置量每年遞增，到2019年才稍為回落至40.7億個，但仍高於2015年的39.3億個，而每日人均棄置的膠袋數目則一直維持約1.6個，可見計劃內容及其成效有待進行全面檢討的必要性。 就此，工聯會九龍東辦事處及世界自然基金會香港分會（WWF）於8月9日至27日，向311名18歲或以上市民進行網上問卷調查，以初步了解市民使用膠袋的習慣及對現行膠袋收費計劃的意見。 調查發現，超過7成受訪者經常自備環保購物袋，但如上所述，膠袋的棄置量仍然太高。
