I suppose it's meant to indicate that the one in whose care you're sending the letter is not the principal person there, but is one of many who work there.

In the US (and probably other English-speaking countries?), when sending mail to a child, it is standard to put "c/o" meaning "in care of" the adult who lives at the address. This doesn't strictly have to be a parent or guardian.
